The Primary One Admission System has two stages: discretionary places and central allocation. The discretionary places stage and Part A of central allocation are not restricted by net; Part B of central allocation is limited to schools in the net of the home address, so a child living in net 18 can choose only government and aided primary schools in net 18 in Part B.

The address declared must be where the child actually lives. A family renting can use a stamped tenancy agreement as proof of address, so the start of the tenancy needs to fit the application timetable the Education Bureau publishes each year.
